A Life of Service

A veteran of the United States Air Force who served his nation for a decade and a member of the American Legion, Dean retired from the federal government as a senior manager in human resources management. He holds a Bachelor of Science degree in Management and Technology from the University of Maryland University College.

Dean is a member of the prestigious International Public Management Association for Human Resources and received its highest honor, the Warren W. Stockberger Achievement Award, in recognition of his efforts to improve public personnel management in government.

Dean is a member of the Prince Hall Masons, and a charter member of the Kiwanis Club of Mitchellville. In the latter capacity he mentored young men at the Cheltenham Youth Detention Facility and a county school.

A committed member of the Vermont Avenue Baptist Church in Washington, D.C., Dean is Chairman of the historic church’s Board of Trustees. He and his wife Donna reside in Mitchellville and have two children and two grandchildren.
